In the aftermath of the 1990 earthquake, the compromised retaining wall along the left flank of the Baguio Cathedral presented an ongoing threat of erosion to the historic church grounds. Rather than pursuing a conventional reconstruction, RGC&A introduced a visionary alternative— transforming the site into an income-generating commercial development that simultaneously functions as a structural solution.
The design ingeniously integrates the building’s structural framework with the retaining system, allowing beams and columns to serve a dual purpose in reinforcing the terrain while supporting the new development. This approach ensures both long-term stability and architectural efficiency, elevating the project beyond a purely remedial intervention.
Guided by close collaboration with the Church Administrative Council, the design was carefully calibrated to respect the primacy of the Cathedral. A key directive shaped the project: the structure must not compete with the Cathedral’s visual and symbolic prominence. In response, the uppermost level was intentionally designed as an open, unroofed parking deck—preserving unobstructed views toward the revered landmark.
Rooted in sensitivity and purpose, the project stands as a thoughtful balance between heritage conservation, structural innovation, and contemporary urban utility.
