Beyond the technical aspects of the project, this engagement provided several of the most important professional lessons of my career. Established and highly discerning institutional owners such as The Church of Jesus Christ of Latter-Day Saints consistently favor the Traditional Delivery Method over Design-Build procurement. Their approach emphasized complete design documentation, competitive bidding among multiple qualified contractors, and careful evaluation of proposals before award.
The Church's procurement process demonstrated that the winning contractor is not necessarily the lowest bidder, but rather the bidder offering the most advantageous combination of price, capability, quality, experience, and reliability. This disciplined methodology significantly reduces project risk and promotes accountability throughout the construction process.
Equally impressive was the Church's project monitoring system. During that period, the organization was simultaneously implementing approximately twenty to thirty projects throughout the Philippines. To maintain consistent quality and adherence to standards, each project was subject to multiple layers of supervision. A roving Area Projects Supervisor regularly visited project sites, while a full-time Project Representative was assigned to monitor day-to-day implementation and was required to be present during critical construction activities, particularly during concrete placement operations.
As if this rigorous oversight were not enough, the Architect-of-Record was likewise required to conduct periodic site inspections at least once every thirty days and submit corresponding reports. For a young architect, this disciplined system of checks and balances provided invaluable lessons in construction administration, quality assurance, accountability, and professional responsibility.
More than three decades later, these experiences continue to influence our firm's approach to project delivery. The lesson remains relevant today: owners who seek true value from their projects must invest not only in good design and competent contractors, but also in effective supervision, systematic monitoring, and independent professional oversight throughout construction.
